Understanding the Process

Adoptive familyTDH (Terre des Hommes) Ontario is an agency licensed by the Ministry of Children and Youth Services of Ontario to effect adoption proceedings for children domiciled in Vietnam and the Ukraine for families in Ontario (and those in other provinces whose provincial ministries will work with an Ontario-licensed agency).

Adoptive parents normally communicate with the agency by telephone or by e-mail. After the initial contact arrangement may be made for an intake interview if distance permits.

We strongly advise you to obtain an e-mail address if you don’t have one already, as it is our preferred method of communication with adoptive parents. Please also advise us if you change your e-mail address. We will communicate with you directly by telephone regarding any information related to your personal dossier.

We are now accepting new applicants. If you wish to initiate an adoption with TDH please complete an application form (see links to the right) and mail it in with the $500 registration fee.

You should proceed, if not already done so, to complete a homestudy through a private adoption practitioner licensed in Ontario. Agencies such as ours have no authority to approve or not approve potential adoptive families. The Ontario Ministry restricts that right to itself. This means that every potential candidate for international adoption has to have a home study done by an Approved Private Adoption Practitioner licensed by the Ontario Ministry, and that homestudy must further be approved by the Director of the Ministry of Children and Youth Services. To find an approved adoption practitioner/social worker, refer to the web site of the Ontario Ministry of Children's Services.

The ultimate decision as to whether to accept a particular couple or a single person, of either sex, as a suitable candidate is the decision of the sending country, the country from which the child comes. Also, the decision as to whether or not to accept same-gender couples or not is a decision of the sending country alone. Currently neither Vietnam nor Ukraine accepts individuals who identify themselves as gay. Vietnam accepts single individuals but Ukraine does not. Neither country accepts couples who are not married.
